A large collection reflecting the activites of three generations of the Phelps family. Most significant in the collection are the papers of Philip Phelps and ten scrapbooks of material relating to the Albany and Susquehanna Railroad compiled by William Learned Marcy Phelps. Also significant are several items relating to William Mastercraft, an Albany wheelwright and cartwright, and in-law of the Phelps family. The collection includes correspondence; nineteenth century Albany broadsides; receipts and financial statements of the Albany and Susquehanna Railroad Company; several items relating to Philip Phelps' activities as Deputy Sate Comptroller; financial journals of William Mastercraft's businesses; a record book of the Colonie School, 1799-1800; and the gaol book of the Albany County Gaol, 1795-1796. A large portion of the collection consists of scrapbooks of forms, advertisements, newsclippings and other materials of the Albany and Susquehanna Railroad. The collection also contains a number of photographs and silhouette profiles of family members and four small pen and ink drawings by Catherine Phelps. Also included are materials relating to Fort Crailo in Rensselaer, N.Y. and a large collection of prescriptions issued to Philip Phelps by an Albany physician.

The Phelps family was a relatively prominent family in Albany, N.Y. The patriarch of the family was Philip Phelps, the son of John Sawyer Phelps, a veteran of the American Revolution. Phelps married Hannah Mastercraft, sister of William Mastercraft, a cartwright and wheelwright in Albany. Phelps' son William L. The U.S. government levied a direct property tax in 1798. The state collected delinquent taxes for this direct tax. Assessment for the U.S. direct tax was used for the 1799 state tax.
